AI traffic use flight plan files to tell FSX what aircraft are supposed to be at what airports and generally at which time. WOAI uses flight plan files used by FS9 (as WOAI was made for FS9), and while FSX can read FS9 flight plan files, it cannot read both FS9 and FSX ai flight plan files at the same time.

If an FS9 file is present, FSX will use that and only that one. Which means the default FSX AI traffic will not appear as there's no flight plan files for them being read. You can convert the FS9 flight plan files to the FSX format so that the WOAI traffic AND default traffic will be used.
