The whole point of achivements is to achieve something. There is literally no point in using the SAM for this reason and people would still be able to tell that you hacked them.

SAM is a breach of the Steam Subscriber Agreement and just because it can be bypassed on certain games DOESN'T make it right to exploit. It is a method of reporting that Valve endorse particualrly if players that cheat cannot be automatically banned by VAC itself.
